First, the manager must understand in her or his own mind what a "good" relationship looks and feels like. Write a list of descriptions, like this:

1) The other manager treats me politely
2) My colleagues say, "Good morning," and smile sincerely when I greet them in the morning.
3) My colleagues listen to my ideas and respect my opinion.
4) My colleagues and fellow managers write clear, complete. specific reports, and turn them in on time.

…and so on. Make sure you know EXACTLY what you’re asking for when asking for it, and be ready to give others clear, complete, specific expectations.

Once you have made a list of what a "good" professional relationship is like, then treat others that way!
